Times Herald Record Executive Editor, Barry Lewis was eating at a restaurant when he heard Gaga confirm the engagement to her long-time boyfriend in front of her family.

I heard the singer say ‘it was time’ as she flashed the ring around.

Her father, Joe Germanotta, who owns the restaurant with chef and author, Art Smith, popped open a bottle of champagne to toast the couple and welcome Kinney into the family.
