Slager charged
The video is released to the public and Slager is charged with shooting and killing Scott. If convicted of murder, the officer could face life in prison, or he could be sentenced to the death penalty. Slager is booked into the county’s detention center and is being held without bail.
Indicted on corruption charges
Menendez is charged with using his office to benefit an eye doctor, who is also a political donor. Menendez is also charged with conspiracy to commit bribery and wire fraud. He admitted that he flew on the doctor’s private plane to the Dominican Republic without paying for the trips, only later making reimbursements.
Desertion charge
Bergdahl is charged with desertion and misbehavior. Eugene Fidell, Bergdahl’s attorney, a lecturer at Yale Law School, says the Army has scheduled an Article 32 hearing, similar to a preliminary hearing in civilian law, for April 22 in San Antonio, Texas, where Bergdahl is based. The hearing will determine if there is enough evidence to proceed with a general court martial.
Driver charged
Roper, of Jonesboro, Georgia, is charged with one count of death by auto and four counts of assault by auto in the early Saturday crash. Morgan and two other passengers remain in critical condition at Robert Wood Johnson University Hospital in New Brunswick, N.J. Morgan’s publicist:
His family is now with him, and he is receiving excellent care. We don’t anticipate much of a change in his condition today.
Fraud charges
The RCMP charge Senator Brazeau, and former senator Harb, with fraud, alleging improper claiming of living expenses. Both men deny the charges. Three other senators are named, but the RCMP had not yet decided whether or not to bring charges against them.
Indicted for Lloyd murder
A grand jury indicts Hernandez and two other people connected to him, for first-degree murder and weapons charges. He is currently being held without bail and faces life in prison, if convicted. Some of the evidence against Hernandez includes a security-camera image of him holding a gun, video of a Nissan he rented near the crime scene, and text messages. Carlos Ortiz, a friend who is being held on a gun charge, has told police that he stayed in the Nissan when Hernandez, Lloyd, and Ernest Wallace got out. According to court documents, Ortiz heard gunshots and then only Hernandez and Wallace got back in the car. Wallace has been indicted as an accessory after the fact, and Hernandez’s cousin Tanya Singleton has been charged with criminal contempt for refusing to testify before the grand jury after she received immunity.
Abuses government credit card
Jones, a federal employee, costs taxpayers $12,000 for his grocery, cable, and hotel bills. Because of the government shut down, there were no checks and balances to prevent this kind of fraud from happening. Jones is now charged for two felonies and two misdemeanors and will spend nine years in prison. Senator Brown comments:

Charged
Department of Justice charges Keys in connection with the attack. He faces three counts: conspiracy to transmit information to damage a protected computer, transmitting information to damage a protected computer, and attempted transmission of information to damage a protected computer. The two substantive counts carry a maximum penalty of 10 years in prison, three years of supervised release and a fine of $250,000. The conspiracy count carries a maximum penalty of five years in prison, three years of supervised release and a fine of $250,000. Reuters, his current employer:
Any legal violations, or failures to comply with the company’s own strict set of principles and standards, can result in disciplinary action. We would also observe the indictment alleges the conduct occurred in December 2010; Mr. Keys joined Reuters in 2012, and while investigations continue we will have no further comment.
Bodyguard gets unlicensed weapon charge
Belizean police said they have charged McAfee’s British bodyguard William Mulligan, 29, and Mulligan’s wife, Stefanie, 22, for having unlicensed weapons and ammunition.
Charged with illegal download of JSTOR database
Swartz is charged by U.S. Attorney for Massachusetts with wire fraud, computer fraud, unlawfully obtaining information from a protected computer, and recklessly damaging a protected computer, in relation to downloading 4.8 million articles worth $1.5 million dollars and other documents — nearly the entire library — of JSTOR, a nonprofit online service for distributing scholarly articles online. Swartz faces up to 35 years in prison and $1 million in fines. United States attorney, Carmen M. Ortiz, said:
Stealing is stealing, whether you use a computer command or a crowbar, and whether you take documents, data or dollars. It is equally harmful to the victim whether you sell what you have stolen or give it away.
According to the indictment, in September of 2010, Swartz used several methods to grab articles, including using a program called keepgrabbing.py and breaking into a computer-wiring closet on the M.I.T. campus and setting up a laptop with a false identity on the school network for free JSTOR access under the name Gary Host — or when shortened for the e-mail address, “ghost.”
Swartz is accused of repeatedly spoofing the MAC address — an identifier that is usually static — of his computer after MIT blocked his computer based on that number. The grand jury indictment also notes that Swartz didn’t provide a real e-mail address when registering on the network.
When retrieving the computer, he hid his face behind a bicycle helmet, peeking out through the ventilation holes. The flood of downloads was so great that it crashed some JSTOR servers, the indictment stated, and JSTOR blocked access to the network from M.I.T. and its users for several days.
Swartz returned the hard drives containing the articles to JSTOR and promised that the material would not be disseminated. JSTOR did not pursue charges but referred the case to the United States Attorney’s Office. Swartz surrenders to authorities the same day, pleading not guilty on all accounts, and is released on $100,000 bail.
ICC charges with war crimes
The ICC upholds the request of the chief prosecutor Moreno-Ocampo, to charge Bashir with war crimes and crimes against humanity. Moreno-Campo claimed 35,000 violent deaths were caused by Bashir’s government arming, training, and financing bands of Arab nomads to attack villages across Darfur, killing, raping and looting as they went. The army provided air and ground support. He also alleged Bashir committed genocide by trying to eliminate the Fur, Marsalit and Zaghawa ethnic groups, whom Bashir deemed supportive of the rebels. Moreno-Campo:
More than 30 witnesses will [testify] how he [Bashir] managed to control everything, and we have strong evidence of his intention.
While the judges dismiss the genocide charge, they indict Bashir on five counts of crimes against humanity: murder, extermination, forcible transfer, torture and rape. The two counts of war crimes are for directing attacks on the civilian population and pillaging. Bashir is the first national leader to be charged by the court. All states would be asked to execute the arrest warrant and if Sudan fails to cooperate the matter will be referred to the UN security council.
Sudan does not recognise the ICC, and Bashir says the court can “eat” the arrest warrant, which he describes as a western plot to hinder Sudan’s development. A Bashir aide describes the charges as:
neo-colonialism … They do not want Sudan to become stable.
EU impose sanctions
European Union foreign ministers agrees to impose sanctions against Zimbabwe, and to withdraw EU election monitors still in the country. Officials say the EU will cut off 128m euros in development aid.
The EU remains seriously concerned at political violence, serious violations of human rights and restrictions on the media …which call into question the prospects for a free and fair election.
Portugal and Greece are reported to have opposed the imposition of sanctions and to have favoured the continued pressure of EU monitors inside Zimbabwe.
Indictment unsealed
The indictment is unsealed in the U.S. Attorney’s office in Harrisburg, Pennsylvania after Guzman’s arrest. U.S. Assistant Attorney:
The arrest of Chapo deals a serious blow to the amount of heroin and cocaine traveling into this country and may well have an influence on the amount of arms being exchanged for drugs.
The U.S. Attorney is seeking his extradition for prosecution in Harrisburg on charges of conspiracy to smuggle heroin and cocaine and to launder drug proceeds.
