Ulmer traveled back to the U.S. using the stolen passport of his brother, Wayne Jacob Ulmer, Jr., just days before Costa Rica’s Judicial Investigation Police (OIJ) began to treat the disappearance and suspected murder of Struncova’s as suspicious.
